On 13 May 2024, the Unified Command detonated small explosives to dismantle the large truss of the Francis Scott Key Bridge that was lodged on the bow of theM/V DALI.On 14 May 2024, the U.S. Coast Guard Captain of the Port (COTP) has reopened the Fort McHenry Limited Access Channel in Baltimore to 48 feet to commercial vessel traffic.https://lnkd.in/dvyQ9YnD

    In the sad wake of the Francis Key Bridge collapse in late March, I have been very impressed by the robust emergency response and strategic salvage operations undertaken. This tragic event has illuminated the complex crane and rigging strategies crucial for managing such unforeseen disasters.For those unfamiliar with the intricacies of this massive project, I highly recommend reading up on the ongoing discussions. The collaborative effort has been monumental, involving multiple state and federal agencies, the Army Corps of Engineers, the US Navy, the Coast Guard, and three specialized salvage experts.From the outset, their forward priorities were clear:▶ Clearing the navigation channel.▶ Re-floating the vessel.▶ Removing wreckage from non-channel areas.To date, approximately 70-80% of normal maritime traffic has been restored through the channel.Currently, preparations are underway for controlled detonations to remove a 5,000-ton bridge span that rests dangerously atop the bow of the Dali. The complexity of this task is not to be underestimated, involving intricate pre-rigging and ongoing adjustments to tackle the unpredictable dynamics of collapsed, cantilevered structures under varying stresses, like tension and compression. The safe rigging within these salvage efforts cannot be understated. This scenario recalls a presentation I gave a couple years ago with Brooks Nunley on shock-loading. This project perfectly exemplifies our point that shock-loading is a daily challenge on job sites around the world. It will be especially present in every lift at this site.The scale of collaboration and unity in the crane and rigging efforts is reminiscent of the days following 9/11. It’s a reminder of the critical roles and expertise our field contributes during emergencies.I’d love to hear about your experiences with emergency responses in the crane and rigging industry.     Thanks for sharing this. Like every maritime event, this will attract attention. But unlike the event that occurs in the middle of the ocean, concerning the vessel(s) alone, this involves common people as well. Loss of life, which is very unfortunate and simply not acceptable.Looking forward to see the learnings from this event. An event like this requires an investigation into why conditions existed to create such a scenario. Conditions not simply on the vessel but within the wider organisation, the flag state, the port state that permitted the entry of the vessel into its territorial waters and all else that supports/enables the vessel to do what she has to do, I.e., safely trade between port A and port B.On the point of the investigation, trust that the persons responsible for defining the scope will select a team that have both the knowledge as well as the mindset required to facilitate / coordinate the task. It would be good to see lateral learnings being looked at with a wider lens as well. Investigations of this magnitude should have the breadth and depth that it needs. They should not be limited in scope by the outcome and outcome should never dictate the terms of reference. I sincerely hope that the administration in this case will NOT lock up the Master or his/her crew in jail and use them as leverage / bargaining chips / scapegoats to fuel a media frenzy that absolves all and ends up in the criminalisation of a human being(s) who were there to earn a livelyhood and worked with the tools that he / she was given.

    Bollinger Shipyards (“Bollinger”) recently delivered the USCGC David Duren to the U.S. Coast Guard in Key West, Florida. This is the 182nd vessel Bollinger has delivered to the U.S. Coast Guard over a 35-year period and the 56th Fast Response Cutter (“FRC”) delivered under the current program. The USCGC David Duren will be the first of three FRCs to be homeported in Sector Columbia River, which is known as “The Protectors of the Pacific Northwest.” The sector is responsible for coastal safety, security, and environmental protection, as well as protecting and securing vital infrastructure, rescuing mariners in peril at sea, enforcing federal law, maintaining navigable waterways, and responding to all hazards impacting the maritime transportation system along the Oregon coast. As the U.S. Congress continues to debate Fiscal Year 2024 government funding, the future of the Fast Response Cutter Program remains uncertain. While the House Homeland Security Appropriations Bill included funding for four new FRCs, the Senate bill did not include funding for any new vessels. The prospect for a year-long Continuing Resolution (CR) at last year’s funding level introduces a critical level of uncertainty, as funding levels continue to lag behind the meteoric rise in raw material and input costs. The Coast Guard’s Fiscal Year 2025 Budget to Congress includes procuring two more FRCs to provide increased Coast Guard presence and engagement with allied and partner countries in the Indo-Pacific region. #military #defense #defence #militaryleakhttps://lnkd.in/gGDhXdcw

    This is a very good article that touches on the growing lethality gap in the INDOPAC region (though the challenge is more expansive than that). As a former Commo on VALLEY FORGE (CG 50), it pains me to even think this but the net number of remaining Tico's simply cannot remain in service regardless of the depth and quality of modernization efforts. The good men and women who are doing this hard work with great pride, the sailors who are eager to get back to sea, and the taxpayers whose security relies on the missions ships such as these fulfill all deserve a feasible way forward. The expanding lethality gap is a Rubic's Cube. One "face" defined by China's revved-up shipbuilding capacity (well-supported by the Chinese Communist Party). Another "face" is the production constraints of our own Defense Industrial Base. Of course, affordability is always a limitation (as if the laws of physics weren't enough). And even if we could "churn" such combatants out at the same rate as our peer adversary, crewing a theoretically rapidly growing fleet would be an enormous challenge - even during the best of times. I'm sure there are two other sides we can identify so that we form a complete cube, but I'd rather not try to go there.There are no panaceas here. If there were, journalists would find another crisis to cover. That said, Navy Leadership's thinking around the hybrid future force answers much of these challenges. A 500-ton uncrewed vessel that can be produced by multiple yards throughout the country would check a number of boxes and solve a number of those "jumbled" faces of this multifaceted challenge. They would need to have embedded systems that begin to close the lethality gap (e.g. using VLS tube-count as a proxy measure). Crewing...solved. Affordability...a fraction of the cost. Production throughput...faster to build and less complex. Such a platform would also need to be employed in such a way that is compatible with the fighting doctrine we have today (but also "future proofed" so that it is ready to serve a larger mission when necessary conditions have been satisfied). Solutions are in sight. Tally ho!

    The 52nd attack by the Houthi’s on merchant ships since the start of November 2023 has been recorded.Bulk carrier, “Lycavitos”, was attacked, with the Yemeni group claiming responsibility. “The projectile exploded 100 m off the vessel but did not strike the vessel. The targeted vessel suffered minor damage due to shrapnel impacting a diesel generator pipe which led to a diesel leak. All crew members were reported safe and unharmed,” Maritime security specialists Ambrey said.It has been nine weeks since global carriers started to divert around the Cape of Good Hope with vessel schedules now stabilising.Yes, the transit time is longer but now with all carriers' schedules reflecting the new normal, there is now a rhythm that we are adjusting too.Surcharges are still being seen (some are more creative than others). While some remain the same as at time of introduction, some have actually decreased.
